Ruthless can be good or bad. History tends to revise these things after the fact and frequently makes mistakes (well, not history, but people). For example: Ivan the Terrible got the “terrible” part not for being pure evil (he was only about average as Russian despots go), but because he was considered indomitable and formidable. That last word is important because it’s a better translation for the Russian word “grozny”.
